4. projects being built in the area of the national historical and cultural relics; and those which negatively affect the designs & landscapes of the national historical and cultural relics;

5. the production of sexual and superstitious products

6. the production of dangerous toys or toys that are harmful to children’ personality education and health or harmful to the social order and safety

7. sexual business; trade of women and children

8. piloting cloning on human

III. Projects deteriorating people’s health, destroying the natural resources and environments involve

9. the production of chemicals table 1 (under the International Convention)

10. the production of animal medicines and plant protectants which are legally banned or not allowed in Vietnam

11. the production of human medicines, various vaccines, medical sanitary chemicals, cosmetics, chemicals and insect-killing or bacteria-killing products which are not allowed in Vietnam

IV. Projects treating poisonous wastes brought into Vietnam or producing various poisonous chemicals or chemicals with poisonous catalysts which are banned by the international conventions
